NEW PS Form 3982 Label Explained
A handy reference that explains the new 3982 label and mail endorsement instructions. The new label is part of the PARS (Postal Automated Redirection System) mail forwarding program. PARS will automate the handling of mail forwarding, Change of Address forms, carrier Change of Address cards and other mail forwarding processes. The label (sticker) will be applied directly to carrier COA cards. Instead of manually entering COA information, carriers will apply the label to a blank COA card. As part of a privacy feature, the label will not contain the new address (carriers will not know the new address). Reportedly, supervisors will have access to the new address through the postal Intranet. Nationwide deployment of PARS is expected by 2006.

3982 Label

  • No longer receives PS Form 3575 notifying of a customer move
  • Receives a 3982 Label from CFS eliminating the transcribing of COA information to PS Form 3982
  • PS Form 3982 resides at the carrier case and reflects all of the change of addresses for the carrier’s route. Under a PARS environment, the carrier is notified approximately 1-2 days after the customer drops a COA card in the mail. After the COA is processed, CFS provides the carrier with a 3982 label. The 3982 label is to be affixed to PS Form 3982; transcribing is no longer necessary.
