APWU: Discussions Continue With USPS On Implementation of 10-4 Workweek

Information received from APWU local presidents indicates that USPS management plans to eliminate Tour 2 at mail processing facilities across the country. This would eliminate tens of thousands of preferred duty assignments, which are filled by the most senior employees.
Postal management has failed to inform the national union of this plan, and no discussions on the subject have taken place. The union believes that this lack of consultation at the national level violates the employer/union relationship, and we will respond appropriately.
Mail volume continues to reflect the slumping economy, and personnel adjustments are the typical response to shifting work opportunities. In addition to the plans to eliminate Tour 2, the Postal Service has offered Voluntary Early Retirement to many categories of employees.
The total number of employees accepting early-out offers will not be known for several weeks, but I do not expect management to achieve the complement reduction it hoped for. My advice to employees is to continue to reject the early-retirement offer unless the Postal Service offers a monetary incentive. In this uncertain economy, there will be very few employment opportunities available for retirees to supplement their annuities.
The termination of Tour 2 mail processing may be intended to force senior employees to retire or accept unfavorable hours of work: If that is the intent, my advice is to reject this insidious option.
Layoffs continue to be a possibility, but the union has filed a national-level grievance [PDF] asserting that the National Agreement requires the Postal Service to grant severance pay as a precondition to layoffs or a reduction-in-force (RIF).
If the Postal Service initiates layoffs, it would nullify any justification for refusing to offer monetary incentives to employees who accept early retirement. If applied, severance pay would exceed the six-months-of-salary bonus that was included in previous early-retirement offers.
Four-Day Workweek
Discussions continue on the implementation of the 10-4 workweek, which would allow employees to work four 10-hour days each week. However, the national union does not intend to facilitate the elimination of Tour 2 by allowing management to use 10-4 workweeks to reduce the work schedule to two tours.
When I negotiated the Modified Work Week program in 1994, a central point in the accompanying rules was that participation must be voluntary on the part of each employee. No employee could be required to work 10 hours each day as a condition of his or her bid assignment.
I continue to believe that many employees would prefer to work four 10-hour days each week, but such a schedule would not be desired by every employee.
I will keep the membership informed as national discussions continue.

I know I would love a four day work week! If I am still around….I only have 2 1/2 years in as a clerk. Should I be worried…..I think so.

And since when has management done anything according to contract in the last 4-5 years? They do what they want, when they want, where they want and the craft employees suffer from their incompetant decisions. Potter just keeps hiring more and more vice presidents for what title next? Vice President in charge of screwing the craft employees. Heck even the President of the U.S. has only 1 vice president, but Potter has 39 now (last I counted).
4/10 hour days would definately lower the overtime, thus many overtime hogs would be the ones to vote it down (as they did years back when it was considered if each unit could figure it out–duh couldn’t the vice president in charge of 10/4’s do their job-no they need the craft people to attempt to figure out a sample schedule for them to attempt to perhaps allow a 10/4 work week) and then the overtime hogs cried about it thus it was “canned in most facilities”). Then there’s the people with their 40 hour notes that cried wolf too.
Do I like the overtime–you bet ya I want to earn extra $ with the economy the way it is–but if it came down to me loosing my job due to a 10/4 work week and absolutely no overtime–I would much rather work 10/4’s and have a steady paycheck, than to have no income at all. I am not a “spring chicken”, but not able to take the Vera due to age, thus working 10 hours a day could make one tired, especially on an automation machine, but having 3 days off in a row would surely be a nice reward for the 4 days of longer hours. Most definately we clerks can count on the mailhandlers to slow down the mail flow (pissed over no overtime for them) if we end up with 10/4’s so those 2 extra hours would be mostly downtime anyway!! Sitting and waiting for mail, etc.

Hey Yoohoo, where is it written (or who even stated) that you would have, as you say, “3 days off IN A ROW”? (CAPS mine) You fell for their trap. That’s EXACTLY what they want you to THINK! But NOWHERE is it GUARANTEED (or even indicated) that you will have 3 days off IN A ROW.

P&DC Fort Worth Tx, Automation, AFSM-100, SPBS will be starting the modified work week 22 Nov 2008. In section bidding started Oct 6 and for the most part is done. FSM-1000 was included in the agreement, but was removed last week, go figure. Another AFSM-100 with auto tubber/labeler is to be installed.
Anyway, back to the 10/4: Basically two tours, T3 0950 - 2000 and T1 2000 - 0650. However there are AFSM-100 positions reporting at 0650. Automation will have reporting times of 0650, 0950, and 1100 as well as 2000 and 2200.
And yes, days off are consecutive.

FYI,
Please contact me ASAP on your 4/10 agreement and implementation. The union and management here in Denver are both eager to do 4/10’s. We did it back in 1994(?) and it was not sucessful because not all participated in the sections that tried it, so it failed. Contract gives the bargaining unit a guarantee of 8 hour day 5 day work week. This is one of few guaranttees that we have under our National Agreement. At what point has this been re-negotiated?? Frankie Sanders once made a comment that as a union we must attempt to maintain the progress we’ve already made. Think about it.

Nice thought but bad for senior people on day shift. What do we do with all the inbound trucks that come all day, make ‘em wait in the yard for 10-12 hours? See if they bid those routes from their companies next time around.
Better idea is to eliminate Saturday and/or Monday (no FX flights)along with Sunday. That would save a fortune service wide on fuel savings as well as wages. This would HAVE to happen if the 4X10 thing goes in.

I Truly believe that upper management is committed to bringing down the postal service.Their idiotic plans not only cost the service Billions but also delay mail and ruin morale amongst its workers.The customer our driving force is forgotten since they are intent at pleasing big bulk mailers.Now they are eliminating keying on the fsm 1000 and as a result cages and cages of rejects are sitting on the manual cases with some first class over 1 week old.These idiots should loose their jobs

Here in Fort Worth, initially, we too heard about closing on Sunday…that’s false. We heard about no Saturday delivery…that’s false. Still a 24/7 operation at the plant, and 6 day delivery.
Two tours, depending on section, that’s somewhat true. There will still be some Automation and AFSM-100 reporting times of 0650. Two tours only for the SPBS.
For now in FtW, the 10/4 is only going to involve Automation, Flat Sorter and SPBS. The lone remaining FSM 1000 has been physically removed from the building. Those clerks are now unassigned. Yes, more rejects/non machinable mail sitting around. There are supposed to be more manual bids created…I know the 1000 can run more in a days time than a dozen manual clerks. I’ve done both. The automatic feeder on the 1000, another joke. Our lone spbs is also scheduled for removal, big mistake if that happens. The APPS, another expensive joke. The SPBS gets to run ALL of the APPS rejects.
The dock/expeditors/drivers/maintenance etc will still be on an 8/5. So, there won’t be trucks sitting in the yard. Mail handlers and manual clerks will also remain on an 8/5. What will the tour 2 mail handlers assigned to the SPBS be doing from 0600 til 0950? Who knows, surely they won’t be getting the equipment needed for the clerks to set the machine up.
As far as the National Agreement, there is a National Modified Work Week MOU.
The negotiations by the CCD and Local Pres, and the resulting agreement were done in accordance to that National Agreement. That’s what I’ve read in my personal copy of our local modified work week agreement.
From what I understand, should other crafts (maintenance for example) decide to enter into negotiations for a modified work week, that craft director will primarily be the one negotiating for you…..come to your own conclusion on that.
As far as days off, again, yes three consecutive days off…that is in a row and not split. That is fact. My particular off days, starting Nov 22 will be wed,thur,fri. Every bid in Automation, AFSM and SPBS area had consecutive days off. I suppose that is a negotiation point. They very well could have agreed to split days off. But the fact is, in FtW, days off are together. Will they mandate on holiday weeks so there are no 4 days off?…LOL. Of course they will. I’ll let y’all know how my Thanksgiving week goes.
Off day work will be an 8hr day. OT if needed during a scheduled 10hr day will be at time and a half. That’s all in the National Agreement.
I would suggest if this 10/4 thing is coming to a location near you…contact the Fort Worth Area Local and talk to the clerk craft director. I’m not sure if or where other units are doing the 10/4, I do know these locals better be talking to each other.
That’s about all I know…until November 22. Do I look forward to a 0950-2000 day? NO. Am I thankful I still have a job? YES Am I thankful I had enough seniority not to have to go back to tour 1 and 2000-0630? You bet. On the 23rd I’m sure I’ll know a lot more. Til then, bless us all.

We just had all plant jobs reverted and will be reposted for two tours. No 4/10. And Sunday the plant will be shut down for 18 hours except a few dock mailhandlers. Most bids will be split days - Sunday and another day.

According to a 2 page summary released the other day (with the name of John H. Dirzius affixed) the USPS has come up with numerous, “monumental” ideas to help solve the problems we are currently facing (as an organization) to help us remain and/or become more fiscally stable in these turbulent times.
Although many issues were raised and/or addressed (including doing away with tour 2 and moving to a four day/10 hour work day) the most disturbing thought to me is that these, “geniuses” are even considering doing away with Registry Clerk positions.
In regard to the previously mentioned proposal, I’m sure there will be a lot of folks eager to bite at the idea of a 4/10 workweek however, there is no mention in regard to what your off days will be. I’m quite sure they would have to be staggered in order to accommodate the mail flow and continue to afford the public, “universal service” and accommodate a six day delivery schedule. Of course, this was not addressed nor was any mention of it made.
Regarding doing away with Registry Clerk positions; that’s another topic and let me expound upon my problem with that idea and why I think it’s not only a bad idea (but if in fact this were to take place) would be nothing short of being disingenuous to the public.
I have several questions;
1. If the USPS does away with the Registry Clerk positions do they plan to continue to offer Registered mail as a mailing option to individuals and businesses that frequently use this service?
2. If so, is the public and/or businesses aware that their mails will not be afforded the security they currently are afforded by utilizing such an option?
3. Will the USPS continue to charge for such a service even though it will no longer exist or will they reduce the rates for Registered mail?
4. If they do in fact continue to charge the current rate for such services that mailers deem necessary to utilize is this not in fact misleading?
5. If Registered mails are to be placed simply within the mainstream amongst all the other mails how will the USPS guarantee its security without the current accountability precautions currently in place?
6. How much revenue will be lost due to the inability of the USPS to protect those mails sent by Registered mail by both private and business clients that come up, “missing?”
I could go on and on here but the simple fact is that they cannot and their little, “test gambit” took place several months ago when they sent out a memo instructing employees that all, “foreign” registers were to be handled as Priority mail upon entering the USofA. I’m going out on a limb here but I would guess the, “bean counters” deemed it an, “acceptable risk” as they found they didn’t lose control of very many foreign Registers entering the country.

What a crock! Twenty one years in Maint. ! I would love a four day week. Every time I say four day week the union stalls. What SPBS? that was sent to lostville, What 1000? That`s being stored in a Rented! trailer. I have yet to see a smart move. Mailhandlers Suck it up!12,16 hour day`s!! yea the money`s great, You have no life but at the PO. My OT got CUT a year ago now I have a life. I used to love going in every night (tour one), Now I can`t wait to leave. If it was not for a GREAT bunch of Maint. Craft people, We are the BEST.Bring on the four day week, Then I only have to use two day`s AL for My five day weekend!.do the math, that`s three day`s I don`t have to buy gas at three plus dollars a gallon.
