USPS Los Angeles District Gets Approval From OPM to Offer Early Outs
The Los Angeles District has received approval from OPM to offer Early Out opportunities to “CLERKS ONLY” beginning early 2008. This is a result of planned excessing of over 250 clerks from the Los Angeles District. Below is the text of the letter sent out by Yolanda Elders, President, Los Angeles APWU Local #64 to eligible members advising them of this opportunity.
Update: Mike Causey from Federal News Radio posted this message on his site:
Postal Buyout Rumor
Postal clerks in the Los Angeles area are being given the option to retire early. But the American Postal Workers Union says no financial incentives, such as a buyout or an enhanced retirement formula, go with the deal. This may be the source, at least this year, of the SuperBuyout Rumor in yesterday’s column.

Early out! Should be R.I.F. instead! Bloated Clerk Craft is nothing but a bunch of Do nothings! Whinners!
December 8th, 2007 at 8:44 pm
This is totally fake. There is mis-spelling and bad grammar. The APWU has already warned us about this letter several weeks ago.

As an LA APWU Member, I attended a meeting held by LA District Mgt late November 2007. We were informed by the District Mgr about this VERA and that OPM had approved it for “CLERKS ONLY”. This is a legitimate letter by LA APWU and we here are getting prepared for the VERA….It is NOT FAKE……

how does it make you feel that upper management is happy to take the food off your table and give it to some tech guy with northrup-grumman or some other contract?………HEY CONGRESS…..ROBOTS DON’T PAY TAXES OR VOTE!!!!!!!!
December 9th, 2007 at 4:26 am
There may have been a meeting about staff reductions, but this letter is not real. The APWU has already said this letter and others like it are complete fakes. Someone is trying to pull a fast one on the L.A. employees. There will be no early out for clerks in L.A.

greg seems determined to convince everyone that this letter is fake. Hey greg, prove it! It looks legit to me. There is always a doubting Thomas, no matter what the subject. I hope early outs will soon be an option for clerks, whom have been effect by automation more than any other craft. My advice to greg, go back to counting polka dotted mice dancing with the pink elephants with wings.. (notice I didn’t capitalize your first name? Shows my lack of respect for your name, and your opinion!).
December 9th, 2007 at 2:11 pm
Hope it is real. USPS would be better off without 250 slugs
December 9th, 2007 at 4:55 pm
crazy if you go early out with penalties. make them pay you to leave with no penalties. this deal should be all around the country not just l.a. show them who’s boss.
December 9th, 2007 at 5:23 pm
the post office or the apwu do NOT make the determination of an early out!
letters will NOT come from them!
only OPM makes that determination and only OPM sends out the paper work!
And why not post the letter on letter head?

Regan has a problem and should leave

The letter is so poorly written, that it appears that a fifth grader wrote it. This letter has been floating around for over a month now, and William Burrus has already explained that it is a fake in each city where it shows up. If you believe this is a real offer for early retirement, than you are just plain stupid and gullible.

This is not the same letter. USPS said in October:
“A letter purporting to offer USPS employees in the Civil Service Retirement System (CSRS) an early out or a buyout by **December 2008** is bogus.
“Someone cleverly copied sections from a legitimate offer by **another government agency** to its CSRS employees, substituted “USPS” at key points, and sent it to USPS employees.** The letter has been photocopied and is surfacing in different sections of the country as an official USPS letter, prompting numerous inquiries into its legitimacy.”
This is not an official USPS letter. It is a letter from the Union.
December 9th, 2007 at 8:07 pm
Postalvet, OPM sends an approval letter to USPS and USPS in turn notifies the union. OPM does not send ANY notification to employees regarding early retirement opportunities. Hope this helps.

just for the record, the usps has kept the clerk craft artifically propped up for years for bargaining purposes.the nalc is being short staffed ,while the clerks are walking the floors all day with nothing to do .
the present nalc leadership is worthless.

Hey Gregg, I am a clerk in L.A. I spoke to Yolanda today and she confirmed the early out offer. As far as the bad spelling and grammar, everything she writes looks like that. All you doubters are wrong. Call her if you want to.

Bogus USPS Early Out Retirement Letter Making The Rounds
USPS News Link
A letter purporting to offer USPS employees in the Civil Service Retirement System (CSRS) an early out or a buyout by December 2008 is bogus.
Someone cleverly copied sections from a legitimate offer by another government agency to its CSRS employees, substituted “USPS” at key points, and sent it to USPS employees. The letter has been photocopied and is surfacing in different sections of the country as an official USPS letter, prompting numerous inquiries into its legitimacy.
“The Postal Service has no plans to offer mass early outs or buyouts to any employees — CSRS or otherwise,” said Chief Human Resources Officer Anthony Vegliante.
And that’s no rumor — that’s the truth.

Attention all doubters……..Call Yolanda Elder to confirm the Early Out. 323-750-0770
Until you do that, anything you say is irrelevant.
December 14th, 2007 at 5:24 pm
Yolanda Elder needs to retire herself. She can’t spell or put together a coherent sentece. I guess she failed her Ebonics class

AMC/JFK WILL BE OFFERED THE EARLY OUT FOR CLERKS STARTING IN OCTOBER 2008. THEY ARE PLANNING TO EXCESS 350 CLERKS OUT OF JFK….

Yes make them PAY you to retire. We all want to retire with some youth & health, but at what cost? Risking your financial health is not the answer. The PO is crying poverty but they have TOO MANY supervisiors & upper mgmnt running around pointing fingers & carry clipboards!Lets downsize that craft(sic) & see where we are. But make them PAY! If they want you to leave, then as in “Jerry Macquire” SHOW US THE MONEY
