Mail for Seven San Diego County Post Offices Available for Pick-up
USPS issued the following update today:
San Diego District Manager John E. Platt ordered mail transferred from seven San Diego County Post Offices to three other postal facilities for customer pick-up starting today.
Mail will be available for residents of the following communities at the El Cajon Main Post Office, 401 W. Lexington, El Cajon 92020: Dulzura 91917, Jamul 91935, Potrero 91963 and Tecate 91980.
Mail for Ramona residents will be available for pick-up at the Carmel Mountain Post Office, 11251 Rancho Carmel Drive, San Diego 92128 in Rm. 117, located at the south end of the building housing the Margaret Sellers Processing & Distribution Center. Room 117 is near the flagpole.
Mail for Bonsall 92003 and Fallbrook 92028 has been relocated to the Murrieta Carrier Annex, 39571 Los Alamos, just off the I-215 in Murrieta. That facility is located at the west end of a shopping center.
Mail will be available at the above locations starting today from 1 pm to 4 pm. Beginning Thursday, October 25, mail will be available from 10 am to 4 pm at all locations. Mail pick-up and full postal retail services are available at these locations.
Residents are advised that proper photo I.D. will be required to pick-up mail.
Many Post Offices are open for business despite the wildfires. Postal employees are working diligently to collect, process and deliver all available mail while also following local and state authorities’ requests to honor closed roads and evacuated areas.
Service will return today to some offices while contingency plans are being finalized in other locations where retail, delivery and collection box pickup service has been interrupted. Every Postal Service employee is committed to restoring service as soon as authorities determine it is safe to do so.
Update: Malibu Post Office Scheduled to Open Wednesday
USPS released the following information yesterday (October 23, 2007)
Update— The Malibu Post Office is open today and mail is being delivered in most parts of the city.
The La Costa Station is not open because of road closures due to the wild fires in the area. However, customers may pick up their mail at the Colony Annex.

The Malibu Post Office, closed yesterday and again today because of wild fires, is scheduled to open Wednesday and mail delivery will resume.
While the office is not open to the public today, postal clerks using natural lighting are working behind the scenes processing mail for delivery on Wednesday. District Manager William Almaraz said that generators are being installed today to support the electrical needs of the approximate 5,000 square-foot building. Many structures in the area do not have electrical power because of the fires.
The California Highway Patrol permitted Postal vehicles to deliver mail to the Malibu office today, and by noon, mail from the Los Angeles Processing & Distribution Center was being delivered to the Colony Annex at 23648 Pacific Coast Hwy.
Most Malibu Postal employees reported for duty today to nearby post offices including Manhattan Beach, Santa Monica, Redondo Beach and Inglewood.
Letter carriers will be called back to the Malibu Post Office tomorrow to begin delivering about 60% of the city’s mail. Pacific Coast Highway between Los Flores Canyon and Webb Way is not accessible and will not receive mail delivery. Residents who live in this area may pick up their mail at the Post Office during regular business hours. Proper identification, such as a California Drivers license or state-issued identification card, will be required.
None of the 23 routes served by the Malibu Post Office, which affects approximately 7,700 customers, is being delivered today. Twenty-five collection boxes in Malibu are also affected.
Bogus USPS Early Out Retirement Letter Making The Rounds

A letter purporting to offer USPS employees in the Civil Service Retirement System (CSRS) an early out or a buyout by December 2008 is bogus.
Someone cleverly copied sections from a legitimate offer by another government agency to its CSRS employees, substituted “USPS” at key points, and sent it to USPS employees. The letter has been photocopied and is surfacing in different sections of the country as an official USPS letter, prompting numerous inquiries into its legitimacy.
“The Postal Service has no plans to offer mass early outs or buyouts to any employees — CSRS or otherwise,” said Chief Human Resources Officer Anthony Vegliante.
And that’s no rumor — that’s the truth.

Former NALC Steward Pleads Guilty To Representing Postal Employees in Legal Cases
According to district court records former letter carrier and union steward Stephen Millard was arrested May 2, 2006. A few months ago Millard pleaded guilty to:
willfully receiving a gratuity in consideration of defendant’s assistance in prosecution of a claim against the United States, or with receiving a share or interest in such a claim and mailing a [backpay] form which claimed that that he did not work and had no earnings from on or about September 2, 1995, through in or about August 13, 2001.

Also, several years ago Millard was awarded over $366,325.98 (back pay and benefits plus interest) in an EEO case against USPS. Stephen Millard v. United States Postal Service
In or about September 1995, the USPS removed Millard on a charge that he had an altercation with another USPS employee. In response to this removal Millard filed an EEO complaint against USPS.
The EEOC ruled in favor of Millard in 2001 and order USPS to pay him back pay plus benefits for the time period covering September 2, 1995 through August 13, 2001. The USPS Employee Labor Manual (”ELM”) provided that income that defendant earned during this period was to be offset from his back pay award.
“Beginning on a date unknown, but at least from in or about 1998, Millard represented Postal and other Federal employees in EEO, MSPB and OWCP claims and hearings against USPS. For his work, Millard received payment from the federal employees he represented.”
Millard was charged with failing to disclose to either the USPS or U.S. Department of Labor (DOL) the payments that he received for representing postal and other federal employees in EEO , MSPB and OWCP claims against the government on his backpay form.
Millard was also charged with representing USPS employees in claims against the United States after his reinstatement in August 2001.
Millard’s sentencing is scheduled for December 10, 2007

Los Angeles District: Malibu, CA (90265) — Malibu Colony Annex, Point Dume, La Costa Finance and Malibu Main Office are all closed.
San Diego, CA — Mail delivery from 45 Post Offices in San Diego County and 12 Post Offices in San Bernardino and Riverside Counties have been completely or partially curtailed due to the effects of several fires burning in San Diego and San Bernardo Counties. Total non-deliveries expected today, October 23, amount to 472,800. Non-deliveries yesterday, October 22, numbered 249,097.
Heroic efforts by postal employees continue to keep the mail moving through area processing centers. This mail is being staged for delivery as soon as evacuations are cancelled and employees and residents can return.
Over the next two days, the Postal Service will consider alternate mail pick-up locations.

Mail for Nine San Bernardino Mountain Communities Available at Norton AFB starting at 1 p.m. Oct. 24
San Diego District Manager John E. Platt ordered mail transferred from nine San Bernardino Mountain communities affected by wildfires to a building located at Norton Air Force Base.
Mail will be available for residents of the following communities:
Blue Jay 92317, Cedar Glen 92321, Crestline 92325, Lake Arrowhead 92352, Rimforest 92378, Running Springs 92382, Skyforest 92385, Twin Peaks 92391, and Green Valley Lake 92341
The temporary Post Office will be established at 195 Del Rosa Ave., which is the same facility used to distribute mail during the 2003 wildfires. Mail pick-up is the only service available at this location. There are several nearby Post Offices open for those who require postal retail services.
Mail will be available starting Wednesday from 1 pm to 4 pm. After Wednesday, mail will be available from 10 am to 4 pm. Residents are advised that proper photo I.D. will be required to pick up mail.
The temporary Post Office will be staffed by the local postmasters and volunteer employees from area Post Offices.
Postal Workers Protest Changes At Post Office
Planned automation changes at the Peoria Post office downtown is sparking protests from some of the workers.
The Postal service will move the processing of priority mail from Peoria to Champaign. Several workers gathered outside the post office’s downtown branch for an informational picket today.
Members of the American Postal Workers union 854 say they won’t lose their jobs, but they say customers could see at least a one-day delay in delivery of priority mail which currently takes about two to three days for delivery.
Local 854 President Bob Gunter said, “We have asked them for a copy of the studies they’ve done on this proposed move, the effect it would have on production, as well as the delivery. If they’re so sure it’s not gonna delay then give us their facts and figures. They won’t share that with us.” Full story
Brooklyn Post Offices To Offer “Senior Citizen” Window

BROOKLYN, NY —Beginning in November, the Brownsville Station Post Office, located at 167 Bristol St., and The Metropolitan Station Post Office at 47 Debevoise Street, –both in Brooklyn, NY –will offer dedicated lines for senior citizen customers.
At the Brownsville Station, the line will offer special access to seniors and be in operation the first three (3) business days of each month. The Metropolitan Station Post Office will offer special access to seniors and be in operation the first five (5) business days of each month. The hours for these senior lines will be from 10:00 a.m. to 2:00 p.m..
Signs will be placed in the lobbies to inform postal customers of the dedicated line for senior citizens.
On Thursday, November 1st, Customer Relations Coordinator Andrea Burrows, of the Brooklyn Post Office, will be on hand to greet seniors and direct them to the Senior Dedicated Line.
Requests for a dedicated line for senior citizens at the Offeri Brownsville Station was a topic raised at a recent Brooklyn Customer Advisory Council (CAC) meeting with members of the local Community Board. In response, the Brooklyn Post Office is offering this expanded service for Brooklyn postal customers.

In Hodgenville, Kentucky , local officials investigate an accident in which a rural carrier backed into a couples living room. The carrier who had delivered a parcel used the front yard to turn around and struck the accelerator instead of the brake while in reverse. Postmaster Bob Hummer stated that the accident was under investigation by the postal service.
