Big Win For APWU in MS-47 Case-Custodial Jobs Protected
The following is a summary of the National Arbitration dealing with the Handbook MS-47, Housekeeping Postal Facilities, via Gary Kloepfer, Assisant Maintenance Director:

MS-47 Award Received - “Custodial Jobs Protected”
The National arbitration award from Arbitrator Das, dated November 16, 2006, was received by your National Maintenance Officers on November 18, 2006. The long awaited decision rescinded the 2001 MS-47 and restored the 1983 MS-47. The Union’s success could not have been achieved without the dedication and team work of National Maintenance Union Officers at all levels.
Background: The Maintenance Division was informed in August of 2001 of a proposed new MS-47 which the USPS issued in December of 2001. The Union filed a national level grievance challenging the proposed new MS-47. The Union charged that the proposed new MS-47 was not fair, reasonable, and equitable, in violation of Article 19. We also charged the new MS-47 negated the settlement agreement, which established the 1983 MS-47, and National Arbitrator Gamser’s award regarding the MS-47. The USPS replaced staffing documents with a new budget worksheet. The Union advised locals to file grievances at the local level challenging changes to custodial staffing based on the December 2001 MS-47. Many of these grievances are being held in abeyance pending the outcome of this national grievance.
Arbitrator’s Findings: Arbitrator Das rejected the USPS attempts to eliminate custodial work through the ill conceived ‘Budget Worksheet’. He ruled that, ” it is appropriate that the Postal Service be directed to rescind the 2001 MS-47, to reinstate the 1983 MS-47, and to reinstate or prepare staffing packages as soon as practicable. As the Postal Service has stressed, the building inventories still are in use and the performance standards have not been changed. Prior staffing documents based on frequencies determined by the appropriate level of management under the 1983 MS-47 presumably still exists, and can be revised under that handbook where needed. Whether a remedy is appropriate for the intervening period since the implementation of the 2001 MS-47, and, if so what it should be, is a matter remanded to the parties for further discussion. The arbitrator retains jurisdiction over that aspect of the remedy”.
Award Summary: “The Union’s challenge to the revised MS-47 issued by the Postal Service 2001 is sustained on the basis set forth in the above Findings.”
This decision is the third major success for the Maintenance Craft for our Custodians (these awards include: H0C-NA-C-16 (cleaning frequency), I94T-4I-C-98116745 (Line J), and Q98C-4Q-C-020133900 (new MS-47)). This landmark award will continue the protection of our custodial workforce. We are examining the entire decision at the present time and will provide additional information in the near future.

It’s good that this grievance was won for the Maintenance Craft ( custodians ).Thanks for working for ” us ” !!!(-: I have been a custodian for almost 2 years now after having to cross-over from MVS (14 yrs. there) due to personal reasons. However, I have often wondered why is it that custodians are primarily level 3’s ( only a handful of level 4’s ) for the work we do, at least level 5 should be the lowest pay scale for this craft.

I agree that custodians need to be level 5 or 6. I have been a custodian for 2 years now and I am instructed to do many duties outside of my job description. Management takes advantage of this. Its no different when they try to give casuals work and keep PTF’s under 40 hours.

If you are performing work outside the scope of your job description you NEED to file grievances and request higher level pay. If you just go along with the mismanagement you are part of the problem.

Postal custodians are getting paid more than any civilian custodians now. It is the most overpaided position in the postal service. You should be happy that the union is protecting your jobs. Enjoy the Ride.

Custodians are the second biggest bums in the postal service. Management being number one.
We have 4 of these toads in our office and together they do about 4 hours work a day. They have so little do, they’re sent out to deliver express mail whenever possible.
One guy comes in at 8 AM, sweeps his section, and empties the trash cans and then is done for the day by 9 AM. No shit. Then he hides the rest of the day. And management doesn’t care cause he’s wounded veteran.
When you try to get them to do anything, they say it’s not my area, get the other guy to do it.
One guy didn’t like having to mow the grass when it was 90 degress outside. So he came in with a doctors note saying he has skin cancer and must not be allowed to work outside.
He was happy until the Postmaster told him that if he ever saw outside during work hours he would fire him. Then the Postmaster was always on his ass.
After year of having the Postmaster bust on him, he brought a doctors note in say that his skin cancer had cleared up enough for him to work outside.
What a load of crap.
Another guy all he does is keep the lunch room clean and sweep the floor. Total time: 1 Hour. And he’s done for the day. I’m not kidding, this is true!
The bastards do hardly anything for their 40 hours pay. And on top of this. To protect the maintenace hours management is alloted in their budget, they work them overtime on their days off.
Excuse me while I throw up!
The maintence craft is one that DEFINATELY should be contracted OUT!

Grapost, you’re just like a bunch of other whiners and complainers on this site and others. ALL custodians are NOT the same. You’re very typical in your comments, grouping the good right along with the bad. There are bums in EVERY area of the workforce ….. postal and non postal. Some people will do as little as possible no matter where they are employed or what their job description is. While on the other hand, there are employees that are good workers, report to work timely, do their assigned job, and are just model employees period. I get tired of cry-babies ( JUST LIKE YOU ) that NEVER have anything positive to say. You mentioned that the Maintenance Craft should be contracted out, why not YOUR job??????? Huh? Huh? Huh?

when was the last staffing package done in your plant?? Probably 10-15 years ago. You would think the national officers would have a plan to “certify” each plants staffing package is true and correct. They (national’s) leave it up to the locals, who have no expertise or clue on how to do a complete staffing package. If this grievance is such an important issue and the current maintenance national officers - who seem to want to take credit for this victory, why won’t they implement a team to conduct staffing packages and maintain the records. oh yeah it cost too much. Well we have to protect our jobs and that’s the cost of doing the unions business unless we got to rent a bus to go to the rally. this needs to be done.

Grapost: Your post makes me wonder what you do for the USPS that allows you to monitor the custodians all day long and know exactly what they do and how long it all takes. Seems you have a lot of time on your hands. How about doing your job and mind your own business. Unless you are working with these custodians you have no idea what they do all day long. Grow up and get a life. And let me know when your “job” comes up for bid, I would love to have the job that enables me to do less then what you say others do everyday….

IT IS A BLESSING TO HAVE A JOB IN THESE STRESSFULL TIMES. INDIVIDUALS WHICH HAVE NEVER SERVED A DAY IN THE MILITARY MANY TIMES, EXPRESS THEIR OPINIONS OUT OF FEAR OF OWN INCOMPLETENESS. As a veteran of twenty plus years I have reservations about working with so many that are quick to point a finger at those that served, because they could not muster the courage to serve their Country.
My boss even told me that my veterans status does not count where I now work. Of course he never served.
Until God decides it is time for this life as we know it to come to an end, people will always believe that they do more than the other person. If your lazy, your lazy, your craft has nothing to do with it.
Quit the finger pointing and just do YOUR job.
Many of thos that complain about custodians not doing their jobs are the same ones that drop or spill something on the floor and tell no one.

I’ll tell you about the most overpaid position. At my P.O., I try to get along, do extra duties as possible, always tell the supervisor and Postmaaster if it’s interfering with my job or it’s something I’m not qualified to do. So. what happens? A grievance gets filed by the building maintenance mechanic from the “big city”, saying it’s work that should be left for him. He only did this to get a cash settlement. The supe and PM get ticked off, and it rolls downhill, since I’m in the same craft. If we do call for him to do something, he MAY get there a week later and he and his cronies bill 3 hrs. to do something I could get done in 1/2 hr. This guy routinely complains about having to work 60+ hrs. a week. And someone’s saying MY job is the biggest drain on the system? Give me a break!

Yes, the above complaints about custodains are frustrating to those who work their whole shift. It is a management problem for not keeping those custodians busy with continuous tasks. There are plenty of jobs to keep them busy if they do not have a high quality work ethic, then they need a supervisor to push them.

As a Custodian, a Retired Veteran of twenty plus years, and a person at the bottom of the Postal pay scale. I sympathize with my fellow Custodians who may find it difficult to work as hard as other crafts perceive they do for alot less money. Have any of you that want to critize us, ever considered a thankyou. Or is that beneath you.
Working with those that support war and never served is a slap in the face. I clean a floor with letter carriers
on my floor. The military veterans that are letter carriers are always polite and say thank you. The DRAFT DODGERS say nothing.
I think that management should bring other crafts in their days off and let them clean some restrooms. Maybe then and only then will the crying stop. Getting down your knees so that you can properly clean a toilet for alot less money is thankless at best. Try picking up behind yourself, now theres a novel idea.
Then yet you have others who act likes their spouses or parents work at the P.O. I’m one that believes that the word “Ungreatful” derived right in the Post Office.
As a Custodian and the former director of Maintenace for Connecticut I am very aware of the issues with Custodians. Especially in the area of direction from management. I recently came off a week of vacation around the Christmass and New Years holidays and then with death of former president Ford. I had a vacation totaling 11 days and I only used thirty two vacation hours. My supervisor ask me how long I was gone. He still has not signed my 3971 for that vacation time. Of course having saturday and sunday off, helped helped with the amount of time that I worked. I probably should not put the weeknds off in there, sorry.

To all of my Veteran Custodial brothers and sisters I wish you well. To all of the lazy custodian shitbirds that make us all look bad and you know who you are, you deserve all of the bad commentary! Dirtbags!!! I am a DAV who served in harms way while the rest of you Girls were sleeping, I was hunting bad guys, just like my Spec.op brothers are doing right now! So show some respect. Has anyone heard anything more about the DAS award since Steve Raymour sent out his letter. District personnel here in Connecticut is handling it, from what my Post Master has told me. Now the question is, if the USPS was to respond swiftly, why haven’t they?

He we go again, those that do the work, hardly ever complain, those that don’t do work or try hard not to, do ALL the complaining.
I have worked at EVERY level in the Maintenance craft, YES I said all, from laborer-custodian to MPE, BEM, ET, SMO and now MMO.
It’s the same everywhere, you have the bad and the good and from the comments above the UGLY!
Mail Processing/MH/Clerks/Carriers have NO idea what it is like to work as a custodian, clean up the spit, shit and garbabge every employee puts down and doesn’t pick up, housekeeping IS everyones responsibility, but it is ALWAYS left to the custodians to do, let’s dump as much as possible on the lowest rank, have them do the dirtist, nasty, hot, cold, wet, and most of all ungrateful task in the postal service and as a follow veteran, most are disabled and/or point vets, meaning they gave all of themselves already to this country and now are still serving, some better than others, some more able than others, I want to THANK every laborer-custodian in the postal service who has had to clean up someone else’s shit, yes they are paid to do it, and most do it with some form of dignity, but never or hardly ever get even a thank you.
Think about a PS03 makes 32,000 a year to srcub and clean at times on there knees, a PS11 makes 54,000 sitting on his butt by a automated machine waiting, yes WAITING for soemthing to break…for 6 to 8 hours a day……now who is not working for the money?
If you don’t like your mail processing/delivery job BUT complain about maintenance, please transfer to maintenance so we can show you the “other side”.

Grapost is so right about the overpaid janitorial workforce. They are the laziest group of employees ever. The building stays dirty while they read magazines, drink coffee, and play crossword puzzles. Sad enough, you can’t get rid of these sorry people. Their entitlement goes beyond reason.

So displeased, how much should they pay the Custodians? They are already at the lowest pay scale. What would make you happy? Would them paying them minimum wage be good? How about LESS than minimum wage?

I am a female custodian and not a vet. I am the widow of a vet. I was excessed into the Maintenance Craft from the Clerk Craft with a save grade 5. I think Custodians should be paid at least a level 10, they do everything except clean everyones butts, because they are too lazy to reach a few feet to use the trash can, toilet, sink or toilet paper and cant chew gum and pee at the same time so just spit your gum in the urinal. Talk about Lazy. I appreciate the job that pays well, if anyone else has a problem with their job then go find one they can do and hope to get a decent pay check. Grow Up. I with my save grade due to excessing will not be able to get the higher level when everybody else will in 2008. Great Job APWU Maintenance Reps.

Well, just found out about this site. I had to do the research myself, read on..it’s good! I am the FTR custodian,12 years now, and love the job, and bust my ass doing it…. but our PTR custodian, who also happens to be the Union steward does less then nothing, cause hes” alwasy busy with union business!”.B@#$@#$#$# SH*T!!! Hes to busy flirting with the clerks, will not support or file for any of the custodians, and he’s a vet, but heres the kicker, so am I!!!!!
Well, at least I know I do the work!!!
Lets see Level 4 or 5 next time for us!

All of your efforts ARE appreciated! So many of our entire American workforce has in numerous cases voiced complaints regarding the lack of jobs or the amount we get paid. The truth of the matter is that, while there are a lot of valid grievances out there (based not on greed or selfishness but on actual poor compensatory situations) there are a huge number of the more fortunate to be working and living well-off but beyond their means by their own actions. An honest day’s wage for an honest day’s work with just payment for services rendered is fair.
Without individuals like those who have devoted their time to pave the way for those without a voice, the dues paying supporters, and yes even the slackers riding on coat-tails and shoulders of those who REALLY sweat the load, the unemployment rate would be yet deeper in dire straits.

New USPS Laborer Custodian

I found this site tonight and was surprised to see so many angry comments about the custodian craft.
I am a maintenance/custodian for a small facility. Because of the change in the ms-47 in 2001 I get 16 hrs/ week. To support my family of 5 I work 2 other part time jobs, but I don’t complain.
I have one letter carrier who every day leaves trash all around his work area.(his trash can is almost never full-he just misses it) But I don’t complain.
About 4 years ago I got really sick and ended up in the hospital. After some time I was diagnosed with Multiple Sclerosis, but I don’t complain.
I am greatful to be able to work, and to have a job.
Where I am everybody works hard and they don’t complain. Maybe I am luckier than I know.

I am not anti-custodian, but USPS is not getting their moneys worth. Everyone should get paid a decent salary but they should be required to work.
3 of 10 custodians in our facility do a good job and earn their keep. The rest are lazy and feel that the world owes them a living. Our building is nasty. I could put a date on some the dirt and come back a month later and it would still be there. I once cleaned my own workspace and these jokers filed a grievance for me doing their job. And yes, they got paid. Management shares some of the blame for unacceptable work habits. Heaven forbid if the Health Dept. would ever inspect our restroom facilities. No doubt we would fail inspection.
Unfortunately, janitorial services should be contracted out.

I am currently a contract cleaner for a small USPS facility. I do not have a contract - A janitorial bid was issued the beginning of October 2007 and then was abruptly cancelled. I now can see that the Union has won this grevience protecting USPS Custodial jobs. Can anyone tell me when/or if they will start staffing these custodial positions that are currently outsourced? I was just curious how much longer I’ll have this job. Any feedback would be appreciated. Thanks. (Please understand that I’m not trying to take anyone’s job) I do advocate the Union protecting these jobs.

Your guess is as good as ours. We won the grievance, regarding the MS-47, and now are awaiting an arbitrator’s decision as to what the remedy should be. The USPS has taken the position, effectively speaking, to ignore the fact that this grievance was won and they have chosen to do nothing in the interim. It has been about 4 months since closing arguments were heard in the remedy case. God only knows, and he isn’t telling anyone, when we will get the remedy decision.

Multitasker, Don’t be surprised if there is no money remedy. We might just get the jobs back that we lost…even if there is a monetary remedy, they are already talking about subtracting ANY and ALL overtime worked since the beginning of the grievance. Regardless of why that overtime was given, ie, snow removal, lawn care, etc. So, don’t spend that money before you get it!

The custodians are staffed the same as any other craft. We have good workers, bad workers, and every kind between the extreems. SAME AS CLERKS. SAME AS CARRIERS. SAME AS MAIL HANDLERS. I know that we have some lazy shit birds but don’t blame the craft person. Put the blame where it belongs. Where it ALWAYS belongs. BAD MANAGEMENT! Your half-assed supervisor needs to get off his dead butt and manage properly. YOU need to file safety complaints and follow up on them.

I work for a small postal facility. I transferred from the clerk craft dept. several years ago and have always done my job and tried to mind my own business. What you say about bad supervisors is true! Our last supervisor was a “clueless wonder” who allowed the component people to get away with not doing a lot of their job. One person in particular sucks up to management, takes tons of time off or switches days off and does everything except for the most part what they are suppose to do. The supervisor didn’t have the balls to make them do their work instead he tacked part of their job onto other jobs. Did they do any more of their job hell no.
Naturally this supervisor got rewarded and a big transfer to Florida. Now we are stuck with an asshole acting supervisor from Buffalo and threats of hour,days off and other changes because of the attendance and backflow of work.
Just sign me senior custodian and sick to my stomach.

I am a custodian. I am not allowed to work any overtime at all. I am watched 8hrs a day by my supervisiors and told not to clean but told to do jobs outside my bid such as voma work on the mail trucks,express mail, install locks in mail boxes, drop off missent mail, etc. This is the new post office they are trying to save money dont blame us that you work in a shit hole. BLAME MANAGEMENT CUSTODIANS DO MORE THAN YOU THINK.

Ok we custodians won what? Last week we had this moron Maintenance Manager not even from our POOM and another Employee measuring or facility. Today we were informed if your facility isn’t 17,000 square feet they will contract out. We have 18,800 sq. feet 2 custodians 1 building maintenance custodian and told our building is supposed to only have one. We are a 24-7 FCS center. In 1996 they did the same survey and we were allowed 4 custodians…also in 2001…our Square footage has not changed!!! We won what! They are getting rid of Custodians in our area now. To me it’s not worth the 2,700. to lose my job!

Okay, so…
$2700 / 7 years = $385.71
$385.71 / $27 = 14.29 hours
[I used $27 as a best guess average of our OT rate]
So…roughly 14 hours of OT for each year of the 7 years…
does this still look like a GOOD deal for custodians?
14 HOURS!!!!!!!!!!!!!!!!!!!!!!!!!!!!! do this math…. 14/52 = .27 hours of overtime a week over a one year period.

The Custodial service was established by Congress to assist disabled veterans with transitioning back into the work force. Let them alone and get lives. Try serving your country as they have and suffering as they are and then tell me if they are lazy. They were willing to lay down their lives for US and all that you that would not even think to do such, can do is try to tear them down. YOU ALL SHOULD BE SHOT for being the unpatriotic scum that you are.

here is an idea….contract out the custodail positions to these whiners spouses. have them clean up the urine on the floor and spit out of the trashcan, run mail, mow 39,000 sqft of grass with a walk behind mower in texas during the summer. tell me how your home life is after she / he gets home from doing that while you sit at your case making 50k per year in the air conditioning. after that buy out my contract and retirement for 300k and i’ll gladly go home and retire. hats off to the vets who do these jobs!

I just found this site and read some of the comments. I am a custodian and I agree with all the custodian bashing to an extent. I am a hard worker and it drives me insane to have nothing to do for hours at a time. Why is that? Because I have a dead beat manager that still hasn’t redone the staffing packet. We need this full documentation to care for these buildings at an acceptable level. I had to ask for 10 months to get a routing sheet. I finally got one. Now, I pull weeds for 2-3 hours a day. I’ve been doing this for weeks. The weeds are all gone and its raining and snowing here in WY now, but guess what?, I pull weeds in the rain and snow. The workload summary that we have (2001)doesn’t even have time included for this sort of task, yet I have spent weeks doing it. All employees under this manager have been threatened with discipline if caught doing anything they haven’t been told to by him (god complex of some sort). Thing is, he is too incompetent to do this staffing packet, schedule the work and inspect that it is done. We have 3 custodians in our office and there probably isn’t 8 hours of work done in a day by all combined. I drives me crazy! This is fraud on the Postal Service. So, before you bash the custodians, take a look at their managers and see if they are being held accountable. Yes, we make darm good money and we should have to earn it. Also, before you bash us, think about how filthy those toilets would be if they were never cleaned. This is a bit of a degrading job, cleaning up feces and garbage after all of you. Have a little respect here, and be glad that you are not the one cleaning up after the body functions of all your fellow employees.

This is for everyone out there. Has you facility reinstated the 83 version? Mine hasn’t and the union won’t represent me. Any suggestions?

Left in the lurch, No my location hasn’t reinstated the ‘83 version. They have done exactly NOTHING regarding the remedy. Grievances must be filed. They must be timely. If your local Union won’t represent you - contact your NBA.
