National Dispute Initiated Over USPS’ Improper Use of Casuals
”APWU has initiated a Step 4 Dispute over the Postal Service’s violation of their obligation to minimize to the extent possible the impact of excessing on full-time and part-time (regular work force) employees by the separation of all casuals and their decision to utilize casual employees in lieu of regular work force employees to fill duty assignments withheld pursuant to Article 12″ of the National Agreement.

Dear Mr. Tulino:
In accordance with the provisions ofArticle 15, Sections 2 and 4, of
the National Agreement, the APWU is initiating a Step 4 dispute over the
Employer’s obligation pursuant to Article 12 to minimize to the extent
possible the impact ofexcessing on full-time and part-time flexible (regular
work force) employees by separation of all casuals, and the Postal Service’s
decision to utilize casual employees in lieu ofregular work force employees to
fill withheld duty assignments under Article 12.The Postal Service has recently taken the position that instead of
separating all casual employees as required in accordance with Article 12, it
can retain and utilize casual employees in lieu ofregular work force
employees to fill withheld duty assignments under Article 12. The Postal
Service takes the position that this is consistent with Arbitrator Das’s award in
Case #Q98C-4Q-C 00100499. The APWU disagrees.In sustaining the APWU grievance in Case #Q98C-4Q-C 00100499,
Arbitrator Das ruled that Article 7.1 .B. 1 ofthe National Agreement
establishes a separate restriction on the employment ofcasual employees, in
addition to the other restrictions set forth in other paragraphs ofArticle 7.1 .B.
He rejected the Postal Service’s assertion that Article 7.1 .B. 1 does not restrict the Postal Service from employing and using casual employees for whatever function it chooses for as long as it chooses, provided the casual cap
limitations and the two 90-day plus Christmas period term restrictions are not

ANY WHERE ELSE THE CURRENT PRACTICE OF THE POSTAL SERVICE IN RESPECT TO THE HIRING AND USE OF SUPPLEMENTAL EMPLOYEES WOULD NOT BE TOLLERATED. IT IS A TWO TIER WORK FORCE AND IT IS UN-AMERICAN, UNETHICAL AND JUST PLAIN SLEAZEY.

they can have your jobs,because they can do your jobs–cheaper and since they are not used to the post office–they can do them better than the disgruntled overpayed bellyachers called clerks,mailhandlers and carriers. they cannot do my job which is too tough for any of you losers!! they has never been and nevr will be causuals in mainteneance because it takes brains and training to do my job don’t like the truth,take the test,pass it,pass the classes and get my pay!! if you can you losers!!

I’ve been a casual in vermont for about 6 months I bust my but 10,11,12,13 hours a day getting all the parts that no one will do. I havent had a day off during the week in this six months. For the most part from what I see with the regulars is a bunch of lazy overpaid babies who have way to much free time and vacation time. They come in case there routes and spend for ever out there. Most of the time I can have there entire route cased and deliverd in around 6 hours. I’m not happy with the general disrespect twards casuals in the post office. We do work very hard if not harder then the regulars. We dont tend to complain as much, and we do it for less pay. Speaking of pay, where the hell is my two months back pay!!!!!

i’m a ptf clerk and i have to admit casuals work their asses off! i’m not one of those lazy career employees who does a half ass job. i was raised to work hard. work hard, play harder. i have no respect for lazy asses and people who have the nerve to complain about the work load when they don’t do have as much as i do or half as much as a casual. bullshit! they have no right to complain and i’m sorry to say that those people are my co-workers my fellow ptfs and full-time regulars. i wish there was some rule to yank them out of the usps for talking so much shit and not doing anything.

i’ve been a casual on and off for 6 yrs or more, when i started i got $10. and still 6 yrs later, $10…thats a bunch of crap!

Casuals aren’t a threat to your job. Bad managers and supervisor along with lazy regulars are the threat.
I’m currently a casual right now. For how long, I don’t know as they are trying to get me fired. I spoke out against the corrupt and lazy regulars who have the luxory of having a casual do most of their work while they take long naps in the locker room.
I took the test and they said they would hire me. I called a week or so later and they claimed to have cancelled all the appointments to new positions. Politics as usual.

I was a casual in for 3 years but it took me 1 year to figure out I was not getting anywhere. The only reason I stayed for so long is because management kept telling us not to get discouraged in 6 months we are going to hire many PTFs and that all casuals who worked hard will make PTF that was a big load of shit. I dont know how the hell USPS manages to stay afloat with ALL the lazy ass regulars it employes. Now that most major banks along with the big 3 US auto company are getting tax payer bailout money all we need is for USPS to ask for bailout money to keep paying worthless ass regulars $24.00 per hr to do nothing but sit back and let casuals do their work and treat them like shit. What the hell are lazy regulars going to do when USPS gets privatized its very possible

The regulars!!!! They are regular alright!!!!They do things they should not be doing and they get away with it.I could list so much stuff.Things that should not be done in the workplace and management does absolutely nothing about.And the union protects these son of a bitches!!!!!I hate them al!!!!.I will never give the usps a great rating for a good employer!!!!! NEVER NEVER NEVER!!!!!!!!!

I have to agree with you. Shame on the USPS for treating the Casuals the way they are treated. Even some Casuals are in Candy with some supervisors or Managers and they will keep them long as the Sun shine. USPS is a piece of shit, it is a hell hole and no one with common sense should work in a dogshit place called the post office.Managers, supervisors, 204bs, and regulars are the most dumbmiest people in the workforce, that’s why they work mail. The blind and deaf can do that job.
