USPS Proposing to Contract Out Postal Vehicle Service
USPS has notified Robert C. Pritchard, APWU Director, Motor Vehicle Services that it is proposing to convert Postal Vehicle Service (PVS) to Highway Contract Route (HCR) in Stockton and Fresno, California. It is rumored that similar proposals will be sent to other parts of the country. The following is a copy of the USPS letter.

Dear Bob:
This is to advise you that the Postal service is proposing to convert Postal Vehicle Service (PVS) at the Stockton, California P & DC to Highway Contract Route (HCR).
The decision to convert PVS to HCR in Stockton, California is based on a potential estimated savings of $356,923. The attached documentation discloses that annual PVS costs is $717,627 and the annual HCR cost is $380,704, which presents a better value to the Postal Service.
In making this decision to convert PVS to HCR, the Postal Service has considered factors such as public Interest, cost, efficiency, availability of equipment, and qualification of employees.

This information does not look real were is the USPS Logo on the letter and how come the person posting this letter does not leave any information so we can contact them and learn more about this.

The same thing is happening in Tacoma, WA. where the Postal Service has been trying for a couple of years to contract out all of the PVS runs. Thanks to the Union’s intervention in has been delayed on more than one occasion but it’s back again.

The U.S.P.S. has submitted similar proposals for Brooklyn,N.Y.and Miniapolis-ST.Paul and many other instalations nation wide especially those with TEN TO FIFTEEN Drivers or less.This is how they care about the safety of the Mail and the safety of the public at large.

what is going on? is the union really fighting for our rights or are we getting shafted again? i feel really bad for the rca’s that have been at some of these offices for a long time and now they are going to sub the routes out to the public. how are they going to regulate them and what is going to happen on the days that the sub contractor is ill and can’t find anyone to run their route, will they fall back on our subs? think about it people?

The MVS in Tacoma Washington is scheduled to be contracted out as of Jan 20, 2007 and 30 drivers will be excessed to Seattle MVS with bids that have mostly unassinged time on them. It does not seem as if our Union Officials are to worried about us here in Tacoma

Although I might agree that your union people should fight for you on this issue, I have to say that the sarcastic remarks that I have read from postal employees on this issue appear to be very childish and typical of spoiled postal employees that spend so very much energy complaining all the time when in fact they are very well paid, have wonderful benefits, etc. vs most of the private sector. As a ex postal employee myself and now a hcr I will remind you that hcrs are responsible for transporting the mail to the postoffices, etc. and do so every day and night in a safe and secure manner. If they were not doing that, you would have no mail to deliver. As with any group of people, employees or contractors there are the good and the bad…however, how many hcrs do YOU know that do not do their job and how many employees do you know that do not? To take an attitude against contractors, a group of people doing their jobs just because the postal service…your employer wants to save money seems a bit childish to me. Maybe your attitude should be directed to the people causing this situation.
